As with religion, the corruption spreads (or decreases) in a province, and you can check how big of a percentage of the population is under its influence. Skaven undermine other factions, but they also aren't the most subtle of races. In that case how I get rid of a neighbors problem that's also affecting me? It makes no sense for me to attack them just to get rid of some skaven corruption. The Skaven Queek campaign is a tough prospect for a newcomer, but it's a lot of fun if you don't mind taking some punishment and want to think like a Skaven warlord. And worse still is that frankly why not just build a city.
